With more than 35 years’ experience is as diverse as his academic qualifications as a practitioner with intermittent research, teaching, and academic assignments related to forestry, wildlife, biological diversity, sociology, and climate change. As Acting Executive Director of the Global Change Impacts Studies Center GCSI supervised and contributed in meeting Pakistan’s obligations to the United Nations Framework Convention on Climate Change UNFCCC including the preparation of Pakistan’s Nationally Determined Contributions. More than ten years of experience as a government negotiator for Multilateral Environmental Agreements. And have a deep insight into the global developments in these sectors and Pakistan’s obligations. Current engagements include teaching anthropology as visiting faculty at the Fatima Jinnah Women’s University Rawalpindi and advising corporate and other environmental entities on environmental issues.

Biography

Dr. Syed Mehmood Hassan is a distinguished environmentalist, academician, and advocate for sustainable development with extensive expertise in climate change, biodiversity, and emerging technologies. A member of the expert group at the National Defence University (NDU) on “Emerging Technologies: Impact on National Security” (2024), Dr. Hassan brings a multidisciplinary perspective to critical global and national challenges.

He is a Fellow of LEAD Pakistan’s Fifth Cohort (1996-1998), a global initiative for Leadership in Environment and Development, and has been advising the corporate sector on carbon offsetting projects across Pakistan and Africa. His work includes pioneering strategies for sustainability, preparing management plans for the Baluchistan Forest and Wildlife Department (2020-2023) with a focus on climate change, wetlands, and community livelihoods.

Dr. Hassan serves as the first Executive Director for the Al Mudassar Trust University for Special Education, District Gujrat, Pakistan, an institution envisioned to provide inclusive, state-of-the-art education for individuals with disabilities under one roof. He is also a member of the Advisory Board for the Sindhri AgroForestry Project in Pakistan, reflecting his commitment to innovative environmental initiatives.

In academia, Dr. Hassan contributes as visiting faculty at Fatima Jinnah Women University, teaching courses on climate change, culture, and biodiversity in the Department of Anthropology. Additionally, he is the Co-Principal Researcher for an ongoing project (2023-2024) with NUST’s School of Electrical Engineering and Computer Sciences (SEECS) on AI and machine learning applications for wildfire management in Pakistan.

Dr. Hassan has authored several national reports for global conventions, including the Convention on Biological Diversity, the Ramsar Convention, and the United Nations Forum on Forests. His leadership in conservation includes serving as Secretary of the National Coordinating Body for the “Mangroves for the Future” program (2010-2019), contributing significantly to Pakistan’s coastal and marine ecosystems.

He actively lectures at the Forest Services Academy, Ghoragali, and the National Center for Rural Development, addressing topics such as culture, climate change, carbon markets, and biodiversity. He is also a sought-after speaker and contributor on both national and international media platforms.

An elected President of the Students’ Union at ITC (University of Twente, The Netherlands, 1991), Dr. Hassan exemplifies leadership and dedication. His enduring commitment to knowledge, research, and advocacy continues to inspire efforts toward a sustainable and equitable future.

Qualifications

  • Ph.D. Anthropology -Quaid I Azam University
  • Post Graduate Diploma in GIS- ITC Enschede (University of Twente, Enschede) The Netherlands
  • Masters in forestry – Pakistan Forest Institute Peshawar
  • BSc (Zoology, Botany, and Applied Psychology)-Gordon College. Rawalpindi
  • Primary Education in Cairo Egypt (six years)

Experience

  • Served the government of Punjab as a Divisional Forest Officer in almost all divisions, and as a consultant in Chitral KP and Garhi Dupatta AJK.
  • Served as a BPS 21 officer in the federal government in the capacity of Inspector General of Forests.
  • CEO of two Companies section 42 Companies namely the Mountain Area Conservation Fund and the Fund for Protected Areas, looked after legal and financial matters (2010-2019)
  • Vast experience in practice and at the policy level in Pakistan for Forestry/ Range Management, Biodiversity, Climate Change, wetlands including groundwater recharge, Community work in the provinces of Baluchistan, Punjab, and Khyber Pakhtunkhwa including formulation of management plans, large projects formulation and implementation ( Local and international funded projects)
  • As government negotiator for the Conference of Parties and SBSTA meetings for the Convention on Biological Diversity, UN Framework Convention on Climate Change, UN Forum on Forests (2001-2018), FAO’s Mideast Forestry Commission at Antalya Turkey, CITES, Ramsar Convention on Wetlands, Convention on Migratory Species (Bonn Convention), and several bilateral and regional forestry and environmental treaties, REDD+ etc.
    Advised on legal reforms and policy development, contributing to significant changes in family law legislation.
